LONDON, July 26, 2007 (AFP) - British teenagers are among the worst behaved in Europe, a study by a leading think-tank said Thursday, blaming government policy failures for high levels of fighting, binge drinking, drug taking and under-age sex.

The centre-left Institute for Public Policy Research, favoured by former prime minister Tony Blair, said young Britons were left to their own devices through successive policy failures.
